What began as a voluntary recall of one product line at Clover Hill Dairy in Mechanicsville, Maryland, escalated within weeks to a full recall of every cheese the company makes and a state-ordered shutdown of the facility. The case count, the recall expansion, and the license suspension together point to contamination that ran deeper than any single batch.

From a ricotta recall to a full plant shutdown in weeks

Clover Hill Dairy first pulled its soft ricotta and requeson cheese off shelves after regulators identified Listeria in products distributed between May 4 and May 30, 2026. The initial voluntary recall covered clamshell packages and bulk buckets carrying plant permit number 24-128. Days later, the company broadened the action to include all Clover Hill Dairy brand cheese varieties, a move that signals investigators found the problem was not confined to one product line.

According to the Maryland health department, the state suspended Clover Hill Dairy’s operating license on May 30, 2026, and issued a consumer advisory shortly after. That sequence, from targeted recall to expanded recall to license suspension, strongly suggests that environmental sampling inside the facility revealed persistent Listeria contamination beyond the original ricotta production area. A single contaminated batch would not typically trigger a full-plant closure; widespread environmental positives would.

The contamination also reached consumers through a secondary channel. Nelson and Isa Lacteos LLC, a separate company, recalled requeson cheese sold in 1-lb clamshell packages at retail locations in New York between May 15 and May 28, 2026. New York State Department of Agriculture sampling detected the pathogen in those packages, which had been repacked with variable labeling, according to the FDA notice. The repacking complicates consumer identification because the cheese may not carry the Clover Hill name at all.

Conflicting case counts and a three-year specimen trail

Federal and state agencies have released different tallies. The CDC reports 12 illnesses, 10 hospitalizations, and one death linked to the outbreak, with specimen collection dates stretching from March 6, 2023, to June 2, 2026. The Maryland Department of Health, by contrast, states that whole genome sequencing identified nine individuals across multiple states infected with the outbreak strain. The gap between nine and 12 likely reflects the timing of database updates and which patients have been fully interviewed and matched to the implicated cheeses, rather than two genuinely different outbreaks.

What is striking in the federal data is the long arc of the event. The earliest known patient sample dates back more than three years, indicating that the outbreak strain was circulating well before regulators focused on Clover Hill Dairy. According to the CDC’s broader outbreak overview, illnesses have been identified in several states, and genetic fingerprinting has tied them together despite the wide time span. That pattern is consistent with a low-level but persistent contamination source, where sporadic illnesses accumulate over time before a common food vehicle is recognized.

Federal food safety officials say they are still working to pinpoint all distribution routes. The FDA’s ongoing outbreak investigation notes that Clover Hill products were sold at retail locations and potentially through wholesale channels that may have repackaged the cheese under different brands. That complexity can obscure the link between a patient’s grocery basket and the original manufacturer, delaying recognition of a pattern in illness reports.

Why soft cheese is a high-risk vehicle for Listeria

Listeria monocytogenes is unusually hardy: it can survive and even grow at refrigerator temperatures, tolerate salty environments, and form biofilms on food-contact surfaces. Soft cheeses made from pasteurized milk can still become contaminated after pasteurization if the plant environment harbors the organism. Once Listeria gains a foothold in drains, floors, or hard-to-clean equipment, it can intermittently seed multiple product lines, which may explain why regulators moved from a single-product recall to an all-cheese recall and license suspension at Clover Hill.

For most healthy people, listeriosis may present as fever, muscle aches, nausea, or diarrhea. The bigger concern is for people who are pregnant, older adults, and those with weakened immune systems, who face a higher risk of invasive disease, sepsis, meningitis, miscarriage, or death. The hospitalization rate in this outbreak is high, matching the typical severity profile for Listeria infections.

What consumers are being told to do

Public health officials are urging consumers not to eat any cheese products from Clover Hill Dairy, regardless of sell-by date, flavor, or packaging, until further notice. That advice includes items purchased directly from the Mechanicsville facility, from farmers markets, or from retailers that may have cut or repacked bulk cheese. Consumers who have requeson or other soft cheeses that could have originated from Clover Hill but lack clear labeling are being advised to discard them rather than take the risk.

Anyone who ate the recalled cheeses and developed symptoms compatible with listeriosis is being encouraged to seek medical care and mention the possible exposure. Because Listeria can cause severe disease in pregnancy without dramatic symptoms, clinicians are also being reminded to consider testing and prophylactic treatment for pregnant patients with relevant food histories.

Regulators say the plant will remain closed until Clover Hill Dairy can demonstrate that it has identified and eliminated the contamination source, implemented effective sanitation controls, and can produce multiple rounds of negative environmental and product tests. The drawn-out timeline of illnesses underscores how long a single hidden reservoir of Listeria can quietly endanger consumers-and how disruptive, but necessary, sweeping recalls and shutdowns can be when that reservoir finally comes into view.
